"We appreciate the progressive proposals placed in the budget by the Finance Minister AMA Muhith. We are concerned with the implementation of these proposals. The monitoring and implementation mechanisms need to be strengthened and enhanced significantly in order to achieve the proposed ambitious growth in the economy," Vice- President of MCCI Nihad Kabir said in their reaction to the proposed budget. "The allocation of Tk. 4,500 crore for agricultural subsidy is a commendable step. The allocation of Tk. 3,000 crore made in the budget for 2010-2011, and carried forward in the next year's budget has not been used, and a process needs to be swiftly put in place to trigger activities under the public-private partnership (PPP). This is crucial for improving the much needed quality of infrastructure and new generation of energy," it said. "We are pleased that GDP growth in the coming fiscal is targeted at 7 per cent. We strongly feel that as time progresses, this should be raised to 8 per cent as the economy has started showing encouraging signs with higher demand for investment credit, increased import of raw materials and betterment of export performance," the MCCI statement mentioned. The MCCI observes that financing and implementing the coming year's budget will be the two major challenges. The budget's net outlay is Tk 1,635.89 billion, which is due to be financed-- 56.2 per cent from tax revenue, 13.8 per cent from non-tax revenue, 11 per cent from foreign loan and grants, leaving the gap of 16.6 per cent to be met from domestic sources, of which borrowing from the banking system will be the main component. "We strongly feel that there 'must be a cap on the government's borrowing from the banking sector. Increased borrowings from the public through the banking system reduce availability of credit for trade and industry. If the private sector has increased access to credit in terms of the growth projected in the budget, their contribution to employment generation and revenue growth will be considerably enhanced," Nihad Kabir said. "MCCI supports the government steps taken to control inflation, since the current inflationary pressures are being generated largely due to increased commodity and fuel prices internationally curtailing the supply of credit to the private sector thereby significantly arresting industrial growth will have a detrimental effect on the economy," the chamber body leader said.
